| Examples Of Duties: | |
Actively seeks and applies for grants. Reconciles and reports on Federal, State and local grants. Monitors compliance with grant regulations. Reconciles all accounts monthly to ensure an accurate statement of municipal affairs. Participates in compiling annual audit report of City’s financial condition to summarize revenues and expenditures of all funds for public accountability: insures an accurate statement of all financial transactions including grants, loans and other sources of revenue. Assists the Certified Public Accounting Firm who performs the annual audit; investigates and reports on questioned transactions; discloses requested information; orients auditors to source documents and City procedures. Writes and updates accounting procedures to maintain sound practices in the handling and reporting of municipal finances: studies state and local ordinance requirements; plans for security and accuracy in fiscal transactions and reporting; advises departments or proper handling and reporting procedures; monitors compliance with established procedures. Coordinates development, implementation and monitors automated systems for general ledger accounting: evaluates City accounting needs; determines input procedures and access limitations; monitors program implementation and operation. Assigns responsibilities of subordinate accounting staff and trains them in performance of their duties: specifies reporting requirements for various funds and transactions; answers technical questions and resolves problems; monitors work for accuracy and completeness. Supervises subordinate staff in designated area. |

| Qualifications: | |
Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO) preferred. Requires a bachelors degree in Accounting or closely related field and three years of responsible experience; or an equivalent combination of training and experience. |

| Knowledge and Skills: | |
Considerable Knowledge of: Accounting and auditing principles and procedures. A proven record of applying for, being awarded and reporting on grants. Applicable laws, regulations and procedures governing expenditure of public funds. Good Knowledge of: Data processing principles and practices. Modern office practices and procedures as they apply to accounting. Municipal accounting, purchasing and tax in an automated environment identifying and applying for grants. Considerable Skill in: Analyzing accounting transactions and systems. Identifying improper accounting procedures and practices recommending improvements. Preparing financial statements and reports. Maintaining accounting records. Working with an enterprise resource planning (ERP) software system. Assists departments with identifying grants and coordination of the application process. Working Skill in: Establishing and maintaining effective working relations with employees and City officials. Organizing, assigning and monitoring the work of subordinates. |
