| Under general supervision, the Data Program Manager is responsible for the integrity and use of data from a variety of manual and technological systems. Program areas include data associated with the ORCA electronic fare card, National Transit Database (NTD), geographic information systems (GIS), automated trip planner, manual data collection efforts by staff, and the Advanced Public Transportation System (APTS) project automated vehicle locating, GPS, automated passenger counting, real-time customer information). The Data Program Manager provides quality control measurements to insure quantity, consistency, accuracy and validity of data inputs and outputs. Directs and oversees preparation of reports and information for decision making. Works to achieve integration of data from transit technology systems into diverse business functions, facilitating improvements in transit system efficiency and productivity. | |
| Essential Duties: | |
| 1. Supervision: Makes employee hiring, firing, performance review and development/training decisions in consultation with the Supervisor of Strategic Planning. Supervises direct reports. Appraises performance of direct reports. Conducts periodic work program development and review meetings and monthly staff meetings. Develops and organizes annual work program to implement goals and objectives.
2. Reporting: Develops, manages and monitors the compilation of multiple data streams into reports and information for decision making. Works with internal and external customers to provide relevant information and data. Develops, monitors and distributes reports on transit system efficiency and effectiveness, including benefit realization from installation of technology projects (i.e. improved business practices and efficiency measures). Develops recommendations for use of data to maximize operational and planning efficiency. 3. Data outputs: Manages and reviews data outputs from technology systems (MobileStatistics/MobileReports/Crystal Reports/ArcGIS). Oversees use of data for reporting. Ensures accuracy, quantity, and quality of data. 4. Performance: Monitors and coordinates data system performance. 5. Data inputs: Manages and reviews data inputs into technology systems (ArcGIS/Hastus/Bus Stop Inventory/ MobilePlan/ MobileSurvey). 6. Research: Translates corporate goals into research objectives. Designs and implements research program with internal staff and/or consulting resources. 7. Manages consultant contracts. 8. Performs other duties of a similar nature or level |

| Minimum Qualifications: | |
| 1. Bachelor's degree in Transportation Planning, Geography, Public Administration, Computer Science or similar field. OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. 2. Five years progressively responsible experience managing data 3. Professional communication skills including polished written reports/correspondence, experience in meeting facilitation and presentations. 4. Three years of progressively responsible supervisory experience. PREFERRED: 1. Masters degree in Transportation Planning, Geography, Computer Science Public Administration or similar field. 2. Five years progressively responsible Supervisory/Management experience. 3. Two years of experience in the transit industry. |

Skill in conflict management to resolve conflicts; find solutions to complex problems involving turf issues and vested interests. Qualification to enter this position requires the following abilities or talents to: 1. Ability to convey technical information to non-technical and technical audiences. 2. Ability to think critically to support decision making 3. Ability to think systematically to consider consequences and unintended consequences. Qualification to fulfill the full range of this position's duties requires the following knowledge, which may be gained or further developed after entering the job: 1. Working knowledge of general planning principles and methods 2. Knowledge of public transit planning and operation principles an specific terms and programs such as NTD 3. Knowledge of specialized software packages such as SPSS, Crystal Reports, ARC, GIS, and Hastus. Qualification to fulfill the full range of this position's duties requires the following skills, which may be gained or further developed after entering the job: 1. Skill in basic database structured query language (SQL).
