Job Title: Building Permit Technician Apprentice
Salary: $14.62 Hourly
$28,514.00 Annually

This position is responsible for issuing building permit and assisting architects, engineers, contractors and homeowners by providing routine and technical information regarding routine Building Code requirements and ordinances.

 Essential Duties and Responsibilities:
Provides information by telephone, in person and through correspondence to contractors, developers, and homeowners related to building ordinances and codes, and building permit applications and procedures

Assist public in completing permit applications and other necessary forms

Receives and reviews permit applications and accepts construction plans and plan documents for permit processing

 Verifies that all required documents, plans, specifications, forms and supporting materials are submitted

Issue permits after departmental plan review or after inspectors perform general nonstructural plan check over the counter

Administers daily field inspection scheduling system

Direct public to various departments for information necessary to apply for other permits

Accepts construction plans and forward them to appropriate departmental personnel; verifies worker's compensation and valid business license information; sorts and routes permit application package

Prepares and catalogs files for microfilming or record management system processing

Writes routine reports

Helps maintain a variety of building and planning related records; utilizes information system as required during processing, files and manages records associated with applications, permits and other systems

Calculates and collects permit fees; processes bank deposits; maintains office supplies; logs and processes complaints

Processes and distributes department mail.

Performs other related duties as assigned.

Knowledge of:

Modern office practices and procedures, and related technology

Relevant state laws, building plans, town codes and ordinances

Architectural drawing convention and composition of a complete set of building plans

Commonly used building codes and ordinances; understanding the relationship between zoning ordinance and building code requirements

Process and procedures associated with contraction permits; records management practice

Ability to:

Perform accurate arithmetic calculations, operating computers and calculators with speed and accuracy, computer proficiency in MS Word, Excel, Access and Outlook

Manage time and pay close attention to detail

Learn quickly and apply departmental policies and procedures affecting the acceptance and review of building permit applications

Follow instruction in both verbal and written form

Keep accurate records; perform multiple tasks with frequent interruptions

Use independent judgment and technical knowledge
Retain, interpret and communicate technical and complex terminology, policies and procedures
Work effectively with a wide variety of people and provide support and leadership to department staff

Manage project demands, priorities, costs, and time constraints to meet service requirements

Communicate effectively both orally and in writing

 Minimum Qualifications:
 MINIMUM QUALIFICATIONS

An equivalent combination of education and experience that provides the required knowledge, skills and abilities to perform the duties of the job.

Education

A high school diploma or its equivalent

May substitute additional relevant experience for the required education

Must attend required classes approved by the Building Inspections Division and the International Code Council for certification as a Building Permit Technician.  Classes may require evening and/or weekend attendance.

Certifications, Licenses, Registrations

The ability to readily obtain certifications from the North Carolina building code Council for Building Permit Technician and receive licenses within four years

The possession of or the ability to obtain a valid North Carolina drivers license
