Job Title: Nurse Practitioner - Non-Merit

Pay Schedule III, Grade 17N, Regular Schedule: 34 hours per week

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

A vacancy exists in Clinical Services, Department of Health.

A list of eligible applicants will be established based on the examination as outlined below. Future vacancies occurring within this class may also be filled from the list of eligible applicants.

 Examples of Duties:

Under written agreement with a licensed physician, provides primary health care, comprehensive nursing, therapeutic, and preventive health care services to clients in various clinical, home-based, and community settings.

  • Assumes major responsibility for primary health care as described in current "Regulations Governing the Practice of the Nurse Practitioner, Article 43, Annotated Code of Maryland."
  • Evaluates Primary Care patients. Obtains complete health history from patient or family. Performs comprehensive appraisal including physical/neurological examination, psycho-social and developmental evaluation. Establishes medical diagnosis for common short term or chronic stable health problems.
  • Orders and performs various diagnostic procedures such as smears, cultures, drawing blood, and urinalysis. Writes prescriptions. Establishes therapeutic or corrective measures as related to specific illnesses or anticipatory guidance. Refers patients to appropriate licensed physicians or other health care providers.
  • Coordinates care with specialty clinics, physicians, social agencies, schools, governmental agencies, etc. on behalf of patient.
  • Develops educational programs for house staff, nursing personnel, community agencies, Inservice instruction, etc. Maintains and reviews patient records.
  • Attends meetings such as patient care conferences, team meetings, staff or departmental meetings, grand rounds, training programs, seminars, etc.
  • Provides medical advice and assistance and crisis intervention by telephone when required.
  • Instructs and counsels patients and/or families concerning health care matters such as use of medications, diet instruction, disease prevention, hygiene, etc.
  • Provides emotional support for patient or family members stressed by illness.
  • Provides primary occupational health care services to County employees as part of Employee Health Services.

 Qualifications:
Required Qualifications
Graduation from an accredited college or university with an associate in arts degree or a bachelor's degree in nursing, plus graduation from a nurse practitioner program approved by the Maryland State Board of Examiners of Nurses.

OR

Graduation from an accredited diploma school of nursing, plus graduation from a nurse practitioner program approved by the Maryland State Board of Examiners of Nurses.

Licenses and Certificates
Possession of a valid license to practice as a professional registered nurse, issued by the Maryland State Board of Examiners of Nurses, is required at the time of appointment. Certification as a Nurse Practitioner by the Maryland State Board of Examiners of Nurses is required at the time of appointment. Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license is required at the time of appointment. All licenses and certifications must be maintained at current levels throughout employment.

Proof of Education and Licenses
Applicants are required to submit proof of education and licenses to meet the minimum required qualifications for this job. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable. EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questionnaire. Be sure to state the dates, duties and responsibilities of past and present experience clearly and completely for evaluation.

 Conditions of Employment:
Personnel appointed to this position may be subject to call to duty in emergencies.

Physical and Environmental Conditions
The work of this classification may include the performance of physical activities such as walking, standing, and lifting, the operation of medical equipment and instruments, and travel throughout the county. Duties may expose incumbents to various bio-medical hazards.

Medical Examination and Employment Background Investigation
