Arlington County is seeking a manager with strong data, server, operations and application infrastructure experience to join us in providing technology services to the County’s employees and resident and business community who represent one of the most educated and technological savvy constituencies in the world.   Arlington has a demonstrated record of technology achievement and we are taking the next steps towards modernizing our system.

The manager will have hands-on operational responsibilities and play a significant role in the continued growth and enhancement of technology infrastructure serving this community. This individual will take a lead role in a number of technology initiatives including the design and construction of a new state-of-the-art ‘Green’ Network/Data Operations Center incorporating the latest environmental equipment and processes and the enhanced virtualization deployment between two Network Operating Centers.  The manager will be responsible for the migration to the new center as well as the day to day operations, maintenance, and continuing implementation of energy efficient processes for the County’s core technology infrastructure. This position will report to the Director of Enterprise Computing & Infrastructure Services and will provide assistance to the director in multiple areas including contract management, customer service, division administration and act for the director during absences. Specific job responsibilities include:

·        Design and implementation of a hosting strategy ’road map’.

·        Developing and negotiating statements of work

·        Implementing internal and external service level agreements

·        Establishing and monitoring operational and energy performance measures

·        Assisting in the design and implementation of fully integrated Level 1, 2 and 3 Customer Service function for data and application hosting services


The successful applicant will have general knowledge and experience across all of the key IT technology towers including applications, desktop, distributed computing, data centers, and telecommunications, and overall knowledge and experience with the cross functional towers such as help desk, security, and quality assurance;  as well as abilities in the following IT technical competencies: information and data management, project management, lifecycle and asset management, systems integration, vendor and outsourcing management, commercial off-the-shelf (COTS) technology implementation, information security, and technology architecture

 Qualification Requirements:
A combination of education and experience with a proven track record of achievement which demonstrates the following competencies:
  • Ability to direct and manage a 24X7 hosting operation in a large, complex windows based environment
  • Management of technology implementation and upgrading projects including all stages of the system development cycle;
  • Planning and execution of scheduled maintenance and server patch management;
  • Leading and managing professional, technical, and contract staff;
  • Implementing and supporting security with regard to the challenges faced in securing the systems, including virus and spam; VPN (IPsec and SSL).
  • Understanding of a state-of-the-art VM hosting environment with SAN;
  • Understanding of the ITIL set of processes: incident management, problem management, configuration management;
  • Understanding of high performance and highly available architectures and a proven track record of operationally standing up H/W, S/W infrastructures ;
  • Commitment to maintaining up-to-date skills and knowledge with current practices, programs and technologies individually and organizationally

DESIRABLE:

  • Experience implementing and supporting high-availability web solutions for e-government or e-commerce.
