Arlington County is currently recruiting to fill a senior management position in the Child and Family Services Division (CFSD) of the Department of Human Services. The Bureau Chief in CFSD is a critical position which ensures the best professional practices, programs and services to keep children safe, healthy, and thriving in their families or community.  This position will provide overall program management and supervision of a bureau responsible for providing assessment, intervention, and treatment services to children and families.  The position directs and manages clinical services to protect children from abuse and neglect; and ensures permanency planning for children remanded to agency custody.  The bureau is comprised of 29 full-time employees.

A prime focus of this position is extensive management analysis in support of the Division's mission to provide excellent innovative services that promote safety, protect children, and preserve and restore their families.  This senior management position leads and directs child welfare services and services provided by the Comprehensive Services Act (CSA).

The incumbent is expected to model the department's values of excellence, dignity, integrity, and accountability in performing the following specific duties:
  • Providing full supervision to five first-line supervisors;
     
  • Directing short-term and strategic planning to identifying gaps in current services and recommending new service strategies;
     
  • Providing policy interpretation, training, and guidance to Bureau staff on state and local policies and regulations and recommending ways to improve access and service integration within the Bureau and in concert with the other Bureaus across the Division and Department;
     
  • Managing and monitoring a budget of approximately $15.5 million;
     
  • Evaluating business processes against financial goals to maximize revenue;
     
  • Ensuring compliance with regulatory, licensing and financial practices;
     
  • Negotiating funding options available for service delivery and identifying strategies to maximize County revenues;
     
  • Participating and serving on committees and special project teams such as The Child Advocacy Center, The Community Services Board, and the Comprehensive Service Act Policy and Management Team; Project PEACE Implementation Task Force and;
     
  • Developing business partnerships with agency directors, managers, line staff, community leaders, citizen groups, service providers, law enforcement, juvenile justice personnel, school administrators and County officials.

 Qualification Requirements:

MINIMUM: Master’s degree in Social Work, Public Administration or a closely related field plus substantial, highly responsible program management experience in human services which included programs that provide services to children and families.

The ideal candidate will have a record of achievement and innovation in the management of related human services programs; staff supervision and development; process re-engineering; policy development and implementation; automated systems and other technologies; and collaboration with other human services programs.

Substitution: Additional qualifying experience may be substituted for the education requirement on a year-for-year basis.

Desirable: a) experience in senior management of clinical and service programs; b) experience evaluating program effectiveness; c) fiscal management experience; d) experience with strategic and operational planning; e) experience staffing active advisory boards; and f) experience in a local or state government or other large, complex organization.

 Special Requirements:

This position is required to possess and maintain applicable licensure at time of hire or be eligible to obtain such licensure within one year of hire.

 Additional Information:
Starting salary will depend upon the qualifications and experience of the candidate selected. This position is in the Arlington County Government’s Extended Management Accountability Program (XMAP), in which Senior Executives are eligible for a negotiated salary/benefits package and are evaluated and compensated on the basis of a performance agreement linked to the County Management Plan, results achieved, and a multi-rater appraisal. XMAP is a flexible total rewards/compensation system directly linked to performance and the market.
