Arlington seeks an energetic and progressive leader to provide management of and direction to the School Health Bureau located in the Public Health Division (PHD) of the Department of Human Services (DHS). The School Health Bureau (SHB) provides school health services for the students of the Arlington Public Schools (APS) and the Parent Infant Education (PIE) program, also known as the Arlington Infant and Toddler Connection Program (ITC). The major focus of the bureau is providing health services to students at 34 APS sites utilizing a Public Health model. SHB partners with APS to implement this model which emphasizes the promotion of self-care around sound health practices. A full range of services are provided by public health nurses and clinic aides in the schools. Examples of services and initiatives include: - Health promotion and prevention programs;
- Routine student clinic services;
- Case management of students with complex health issues;
- Training for APS staff on medication administration (e.g., glucagon) and other health issues;
- Clinic services for new APS entries who do not speak English;
- Health Appraisal Clinics which provide physical exams for uninsured students who are eligible;
- Consultation to teens and childcare providers in the Alternative for Parenting Teens program; and
- Immunizations in middle and high schools, in addition to open immunization clinic.
The PIE program provides assessment and early intervention for children age 0 – 3 who are suspected of having developmental delays. The goals of PIE are to reduce the impact of developmental delays and disabilities on growth and development of infants and toddlers and to assist the family in helping the child to develop to his/her maximum potential. Services focus on early identification and home-based family centered intervention. Staff work with APS, parents and school staff to transition the children into school services at age 2 or 3. The Bureau has a $4+ million budget and 75+ multi-disciplinary, diverse and talented staff, all focused on the departmental mission of making a real difference in people’s lives by promoting and providing outstanding human services. The School Health Bureau Chief works closely with the Assistant Division Chief and bureau staff to: - continually assess the public health needs of APS students;
- create, monitor, and analyze outcome performance measures for programs and to perform regular program reviews;
- evaluate programs to ensure consistency with Federal, State and local guidelines, including budget limitations;
- develop and maintain a multi-disciplinary staffing pattern to meet shifting program needs; and
- oversee the short and long-range planning for bureau programs, including emergencies;
The School Health Services Bureau Chief provides consultation to school staff on public health issues and serves as liaison to Arlington Public Schools and other strategic groups in the community, as well as local and state agencies. The incumbent also collaborates with the APS Assistant Superintendent of Student Services and other school administrators on policy issues, implementation of State and Federal guidelines, setting direction for the program, communicating with parents on health issues and resolving day to day health related questions. The School Health Bureau Chief will be an integral member of both the division’s management team and the department’s extended management team and will therefore play a key role in guiding all staff in integrating PHD and DHS programs to meet customer needs. The position will be intimately involved in emergency preparedness for the schools and public health. Ideal candidates will be able to establish and manage outcome based performance measures to guide operations and will have significant experience and understanding of the needs of PHD and DHS clients and APS students. The incumbent is a member of the School Health Advisory Board and the Comprehensive School Health Committee. |

Qualification Requirements:

Minimum: Education and experience equivalent to a Master’s degree in Nursing, Business Administration, Public Administration, Public Health, or directly related field AND substantial progressively responsible management and supervisory experience in school health, public health or related area. Highly successful candidates will have: - Strong leadership and management skills to lead a large, diverse, creative and autonomous staff particularly in times of change;
- Experience in team-building, negotiating, and coalition building;
- School health and/or public health experience at the local level;
- Program experience involving diverse populations, clients with low incomes and/or disabilities similar to those served by DHS and APS;
- In-depth knowledge of and experience in program performance assessment and continuous process improvement;
- Ability to identify and implement nursing practice standards as well as laws and regulations (e.g., HIPPA and FERPA) and to develop appropriate policies and procedures in order to guide staff who practice in a non-health care setting to make appropriate decisions;
- Familiarity with or training in emergency management systems such as ICS (Incident Command System);
- Strong skills in uses and applications of technology for communication and for business practices; and
- Strong oral and written communications to move forward important initiatives.

The salary is up to $115,000. Starting salary will depend upon the qualifications and experience of the candidate selected. This position is in the Arlington County Government’s Extended Management Accountability Program (XMAP), in which Senior Executives are eligible for a negotiated salary/benefits package and are evaluated and compensated on the basis of a performance agreement linked to the County Management Plan, results achieved, and a multi-rater appraisal.
