Anoka County has an immediate opening for a full-time 40 hours/week Public Health Nursing Supervisor. This position participates with the Public Health Nursing Director and Public Health Nursing Manager to plan, implement, develop, and evaluate the Statewide Health Improvement Program (SHIP) grant activities. This position will provide leadership, coordination, evaluation and direct supervision to Public Health Nurses, Health Educators and Office Support Assistant (OSA) who provide services within the assigned SHIP grant programs/sectors. The sectors include healthcare, schools/childcare, worksites and community and the program will provide technical assistance and coordination in the effort to provide education, policy development, and systems and environmental changes to impact the reduction of chronic disease by addressing physical activity, healthy nutrition, and tobacco prevention. This position may provide back-up for other health education programs and participates in Emergency Preparedness activities/events. This position is a grant-funded, contingent position, with benefits, anticipated through June 30, 2011. Funding for these positions is provided by the Minnesota Department of Health through the Statewide Health Improvement Program (SHIP).

 EXAMPLES OF ESSENTIAL DUTIES (ILLUSTRATIVE ONLY):
Implements, supervises and evaluates the SHIP grant activities; provides leadership, coordination, and facilitation for the SHIP grant activities including working with key community partners in the county, providing information to sector-based efforts; assists with contract development and contract monitoring; responsible for budget oversight and program outcomes; provides technical assistance that follows the interventions/strategies which are required by the MN Department of Health; promotes community relations, facilitates the Partnership for Better Health, Community Leadership Team and sector workgroup meetings; attends and makes presentations at meetings; prepares reports for data collection and evaluation to meet grant requirements; manages and coordinates team functions; provides immediate supervision to SHIP nursing, health education and OSA staff; assists staff in setting priorities and developing strategies; promotes intra-agency work groups to enhance service delivery to the community; provides directions/leadership for orientation development of public health/health education staff to agency programs, policies and procedures; plans and develops in-services training to meet the needs of agency staff; participates in the interviewing and selection of staff; prepares and provides performance appraisals; recommends hires; participates in planning/meeting educational needs of students; represents agency on various state and local committees; provides coordination through various activities including assisting with the establishment of project parameters; provides leadership and coordinates programs with other agency programs, county departments, hospitals, and other community resources; may provide back-up consultation and supervision for other health education programs; actively participates in key roles for Emergency Preparedness activities/events.

 REQUIREMENTS:
Bachelor’s Degree from a school of nursing accredited by the National League of Nursing; current licensure as a Registered Nurse in the State of Minnesota plus PHN certification; three to five years of experience in Public Health Nursing or a highly related area; including one year leadership/supervision; Master’s Degree in community health-related field strongly preferred; or equivalent combination of education and experience.

Knowledge of: Public Health principles and practices; health promotion, material development, youth development and community development strategies; social marketing strategies; community resources available for staff, clients, the community; supervisory principles and interventions; program planning and development; Community Health education.

Ability to: Recruit, orient, supervise, manage, evaluate and discipline staff; provide skilled and competent public health supervision; assure safe, quality services; assess, plan and implement the professional needs of nursing/health education staff; assigned programs; assist with grant writing; organize and conduct meetings; actively promote the programs and activities of the community health service; develop and implement adequate policies ands procedures to guide grant activities; evaluate, analyze data and prepare and maintain reports; provide public presentations; lift and carry supplies and equipment.

Skill in: Written and oral communication; research and report development.
