The New Construction Supervisor exercises supervision over the work of subordinate new construction code inspectors who are responsible for performing inspections for compliance with applicable state and city building construction related codes. The incumbent will exercise daily supervision and assignment of field inspection staff, code and process related training, and maintain training and certification records for assigned staff. In addition, the New Construction Supervisor performs related administrative functions and conducts field inspections as dictated by daily work load and staffing levels.

New Construction Supervisors will provide primary trade expertise related to code application in areas to include: building, electrical, plumbing, mechanical, gas and fire-protection installations depending on assignment. The work of this position involves supervising the inspection performance and competency of subordinates through training, quality control evaluations and other forms of evaluation with accountability to the Deputy Building Official within the Office of Building and Fire Code Administration; assuring efficient and competent inspection operations.

Supervisory functions include responsibility for planning, scheduling, organizing and coordinating inspection work, administering various personnel matters, and exercising technical responsibility in the field regarding interpretation of the administrative and technical requirements Virginia Uniform Statewide Building Code and general policies.

The incumbent identifies and negotiates code disputes and takes appropriate action to resolve compliance issues. Technical coordination of inspection work activities is maintained with members of the engineering plan review staff. The incumbent will insure that the regulations contained in City Code, the Virginia Uniform Statewide Building Code and in various state laws related to functions and oversight assigned to the Office of Building and Fire Code Administration are achieved. Incumbent must have a command and knowledge of the building trade assigned along with a working knowledge in all other trade disciplines.
Plans daily work schedules and the sequence of inspection operations to assure even distribution of work; expedites the handling of priority inspections to facilitate schedules and deadlines.

Duties include:


  • Revises work schedules to meet changes in the work load while considering factors such as peak loads, availability of inspectors, and inspection time requirements;
  • Coordinates with other inspection supervisors and plan review engineers concerning required inspection procedures and specifications presented in plans submitted by customers;
  • Assigns equipment and vehicles to inspectors and makes sure that they are maintained/accounted for;
  • Receives and reviews daily inspection results; makes contact with and/or writes letters to inform permit holders or other potential code violators of code violations and advising the required corrective action necessary to abate the violation; compiles statistical data for reports as directed;
  • Develops and implements programs to provide new inspectors with the experience and training required to perform their job to include cross-training in other building disciplines; develops and implements continuing education training for inspection staff;
  • Reviews plans with inspectors and customers to insure that all parties are familiar with the general and unique details specific to a permitted construction project;
  • Regularly review the construction and inspection work performance regarding quality and quantity of work performed by each inspector; makes on-site visits to assist inspectors on problems encountered during construction;
  • Informs inspectors and the public about the policies, procedures, and practices of the office of Building and Fire Code Administration as they relate to construction activities and the inspection performed;
  • Informs the Deputy Building Official of problems, operational procedure issues, activity fluctuations, staffing and training needs, and other related activities regarding staff or construction projects assigned;
  • Performs required personnel oversight to include evaluation, corrective/disciplinary actions, and awards under the general guidance of the Deputy Building Official;
  • Demonstrates and promotes excellent customer service skills;
  • Instructs inspectors in proper use of the governing codes and keeps them informed of significant changes;
  • Instructs customers in proper installations and code interpretation as related to the work in progress; resolves code related disputes;
  • Assists inspectors in the enforcement of applicable code provisions and performs inspections that contain complex features;
  • Manages Third Party and Special Inspection programs (as assigned);
  • Coordinate with other City and state agencies regarding inspection issues and Certificate of Occupancy issuance;
  • Performs related work as required.


    This work requires mastery of building trades knowledge sufficient to perform a wide range of inspections for building code compliance together with the supervisory skills to motivate, train, and work effectively with inspectors who have a variety of backgrounds and training; ability to accomplish quality and quantity of inspections within budget; ability to proactively plan and carry out assignments; ability to communicate with others effectively both verbally and in writing; ability to understand and further Building and Fire Code Administration goals; ability to make improvements in or design new programs through recognized methods and procedures.

  •  Minimum & Additional Requirements:
    Five years of experience sufficient to plan and supervise major code enforcement inspection programs in the building disciplines and resolve code compliance problem situations that have latent complex features, and completion of high school level courses in English and math.

    Certification to perform inspections in any five of the building trades approved by the National Certification Program for Construction Code Inspectors as adopted by the City of Alexandria, or the ability to obtain certifications within one year of employment. Employees must possess a valid driver's license issued by the state of their residence.

     Preferred Qualifications:
    Demonstrated experience performing, supervising and/or inspecting commercial and residential construction work related to the following trades: electrical, mechanical, plumbing, building, and/or fire protection as required for the area of supervision assigned.

    A minimum of a high school diploma or General Equivalency Diploma, supplemented by additional education and/or training equivalent to two years of vocational education in the specified trade area of supervision; demonstrated by applicable state tradesmen certification, certificate of trade program completion, or other documented education and/or training that demonstrates equivalency,

    The incumbent must demonstrate the required state certifications as established for a Building Inspector III and as required by the Virginia Board of Housing and Community Development In lieu of meeting the requirements of a Building Inspector III, the incumbent may provide evidence of certification issued by the International Code Council as a Building Code Official, Electrical Code Official, Plumbing Code Official, Mechanical Code Official, and/or Master Code Professional based on trade area supervision designated. Applicants demonstrating the required experience, education and skills; and possessing the required residential, commercial, and plan review certification in the area of assigned trade responsibility, may complete any additional required certifications within eighteen months from date of employment.
