This visible, key position for the City government performs highly-responsible managerial and professional transportation planning work in the Department of Transportation and Environmental Services. Responsible for planning City and regional functions for all transportation modes; oversees divisions with responsibilities that include transit planning and operations, bicycle and pedestrian coordination, traffic analysis, daily traffic operations and computerized traffic signals, taxis, and other transportation-related services. This position will provide the leadership for the planning and implementation of new high-capacity transit systems (street cars and/or bus rapid transit) in the City, as well as integrating transportation planning with land use planning.

 Minimum & Additional Requirements:
At least five years of public administration experience, at least one of which shall have been at the level of division chief or above, and completion of college course work in public administration, civil engineering, transportation engineering or a related field; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

 Preferred Qualifications:
Licensed Professional Engineer in the Commonwealth of Virginia, or ability to acquire a PE license in Virginia within one year of employment. Ten years of public administration experience, three of which shall have been at the level of division chief or above. Master's degree in engineering, business administration or public administration. Five years experience in comprehensive transportation planning supervision in an urban setting; experience and substantial knowledge of transit issues including ridesharing, bus service, paratransit service, taxis, and alternative transportation, such as pedestrian, bicycle and traffic-calming planning; ability to prepare and maintain a large annual budget utilizing a combination of City funds and grants from Federal, State, and regional agencies; background in contracts administration is necessary to effectively manage large operating contracts and multiple agreements with consulting engineering firms; ability to collaborate successfully through a team approach with other departments; excellent writing skills and excellent oral communications skills, with substantial experience making public presentations, and in interacting with an engaged public.
