Job Title: Construction Environmental Specialist - Community & Economic Development

The purpose of this classification is to assist property owners and the City of Albany in all construction aspects of the community development housing rehabilitation program, including weatherization project services and investor inspection services.

 Duties:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Serves as construction specialist on demolition, new construction, flood rehabilitation, home rehabilitation, weatherization, and heating projects.

Monitor city construction sites to ensure requirements of federal labor standards are followed; identify and recommend punitive action as required.

Conduct employee interviews; review contractor payrolls for inconsistencies with contractor/employee agreements; monitor employee dates/times, job titles, and work performed to resolve inconsistencies.

Provide technical assistance to contractors and subcontractors regarding payroll, employee records, and related labor relations requirements.

Maintain full documentation of all administrative and enforcement activities with respect to federal labor standards.

Conducts environmental reviews and assessments as directed.

Schedules client appointments; consults with property owners to analyze technical rehabilitation needs; solicits applications and conducts on-site occupant interviews.

Develops procedures for bid proposals, progress payments, specifications, drawings, and work orders, to include the work write-ups and photographs, in stages, to support analysis.

Prepares and solicits bids; conducts pre-bid conferences; reviews bid proposals, and applies materials/labor pricing updates in comparison to contractor bids.

Explains complex program rules to staff and clients; may interview and counsel prospective clients.

Researches and obtains various documents as needed to answer inquiries, resolve problems, or advise as appropriate.

Serves as liaison between contractors and property owners; recruits and identifies qualified contractors for new housing and rehabilitation projects; negotiates contracts; assists in contract closings.

Reviews projects plans and specifications to ensure compliance with codes and regulations.

Inspects dwellings for progression and the satisfactory completion of contracted work; ensures compliance with codes, plans, and specifications.

Coordinates completion of projects with other city departments, contractors, and utility services.

Maintains knowledge of changes in state and federal laws; makes recommendations regarding departmental polices and procedures.

Receives of a variety of documents; reviews, verifies accuracy, processes, and notifies appropriate individual or department; ensures appropriate transfer of cases, trades, purchases, sales, or files

Prepares a variety of reports, memos, statements, checklists, specifications, work orders, change orders, cost estimates, diagrams, correspondence, forms, purchase orders, technical studies, and related documents; maintains records or forwards to appropriate individual.

Operates a city vehicle in the performance of duties.

Performs other related duties as required.

 Qualifications:
High school diploma or GED required with Vocational Training/Certification preferred; supplemented by three (3) to five (5) years previous experience and/or training that includes construction related areas of plumbing, electrical, carpentry, and related trades required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver’s license.
