This is responsible professional and supervisory work directing the daily activities of a criminal justice program with substance abuse treatment within the Department of Court Services. An employee assigned to this classification is responsible for planning, coordinating, and supervising all activities, operations and functions of the Drug Court substance abuse treatment and rehabilitation program. Work includes the supervision of subordinate professionals to ensure the efficient and effective operation of program activities. Work is performed under direction of a higher level supervisor and is reviewed through reports, conferences and observation of results obtained. |

ESSENTIAL JOB FUNCTIONS Supervises the day to day operations of the Drug Court Program. Coordinates activities of staff to include an on-site drug testing lab. .Makes decisions regarding court related issues, client compliance, complaints and enforcement of policies. Develops goals and objectives for Drug Court Program with Clinical Program Manager. Sets priorities to achieve goals. Develops and maintains policies and procedures to achieve set goals; ensures implementation by staff. Supervises weekly interdisciplinary clinical staffing of Drug Court Clients and weekly court appearances to ensure recommendations made to the Court are consistent with evidenced based correctional and clinical standards. Monitors and oversees screening referrals and client case loads as needed; interact with client’s regarding compliance and treatment issues ensuring quality services to enhance client compliance and long term success. Prepares reports, correspondence, statistical data and other information as required by an administrative superior and all components of the judicial system. Supervises the compiling of case records and other reports in an automated case management system and ensures the accuracy of all statistical reports. Recommends the selection of new employees; reviews work; recommends personnel actions; conducts performance reviews. Coordinates activities with various criminal justice agencies and judges. Represents agency at meetings and conferences concerned with area of responsibility. Performs related work as required. KNOWLEDGE, SKILLS AND ABILITIES Considerable knowledge of the principles, practices and procedures pertaining to the operation of Drug Court and clinical/therapeutic programs. Considerable knowledge of the workings and expectations of the Criminal Justice System. Considerable knowledge of federal, state, and local laws, rules and regulations relating to operations of criminal justice diversion programs. Considerable knowledge of psychology, counseling theory and practice with the ability to apply to substance abuse. Considerable knowledge of rules and regulations governing drug/alcohol treatment programs to include regulations governing client confidentiality. Skill in the use of a personal computer for data entry, access and retrieval of information. Ability to plan, assign and supervise the work of professional level employees, select and develop a capable staff, enforce disciplinary procedures and effectively appraise employee performance. Ability to react promptly and effectively in emergency situations. Ability to communicate ideas effectively, both verbally and in writing, and to prepare and organize written reports. Ability to serve the public and fellow employees with honesty and integrity. Ability to formulate effective and efficient treatment programs. Ability to analyze and evaluate program activities and procedures. Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, age, sex, disability or political affiliation. Ability to plan, organize work and manage time effectively.
